Any Idea why Kevin Whalen didn't get an invite?

Whelan struggled with his control last season (check out his walk rate when he was with Trenton) and the Yankees probably feel that he would be better suited to minor league camp where he could refine his fastball.
That is the best answer I could come up with, you'd have to assume that the Yankees would want him to compete for a bullpen spot, but odds are he'll end up with Trenton or Scranton next season.
How many of those 26 will make the roster?

Not very many, marc. Maybe Green, Cody Ransom, and Jason Lane have a chance but I'm not sure about some of the pitchers especially Rasner.
I think Green , Rasner, Lane, and a left handed pitcher either wright or Phillips will make the cut.
